The Company
United Petroluem Consultants Ltd. (UPECO) is a leading energy consultancy in Ukraine. Established in 1994 as energy department of Ukrainian Press Agency Ltd., UPECO gradually evolved into a separate highly successful business, now including consulting, publishing, printing and PR activities.

Extensive experience, accumulated over the years of close observation of Ukraine energy sector now ensures transparency of the market to our analysts. Our specialisation is collecting, compiling and 'processing' niche data using the sources ranging from state organisations to immediate market participants.

Deep knowledge of market specifics and precise understanding of clients requirements allows UPECO to tailor the market reports to our clients' needs. Our regular publications provide traders with valuable market intelligence data collated from our own sources - an industry insight which is not available from the other companies.

Our reputation, based on quality information and ability to analyse markets from clients' prospective, positions UPECO as a leading trading-oriented energy consultancy in Ukraine.

Consulting services of UPECO cover all segments of energy business in Ukraine from oil & gas exploration to mazut export or electricity distribution. Our experience stretches from compiling the market entry report for a major Russian oil company to establishing the particularities of drilling exploration licenses for a western partner of Ukrainian company.

On various stages UPECO has produced reports covering bitumen, jet kerosene, LPG and lubricants markets, regional market assessment and segmentation studies, quarterly refining overviews, gas distribution and payment recovery analysis, etc.

In addition to our specially tailored reports, UPECO produces a number of regular publications. Our weekly title ÍåôòåÐûíîê is devoted to current analysis of major events and assessment of market trends and leads on Ukraine's sizable oil products market. Broad market picture is blended with professional articles on particular market segments, data on the prominent market participants, interviews with influential industry figures. Combined with daily market quotes and international prices updates delivered via e-mail, ÍåôòåÐûíîê is the leading trading newsletter on the Ukrainian market.
Unlike the quick and flexible weekly, ÍåôòåÐûíîê annual directory provides thorough analysis of market transformation on a year-to-year basis. In addition to listing the vast majority of traders active on the market, the annual ÍåôòåÐûíîê provides in-depth overview of changes that occurred in refining and retail segments on the national and regional markets of Ukraine. It also offers a valuable updates on infrastructure, taxation and ownership information. The directory aims to provide the maximum amount of practical assistance - it lists equipment suppliers, lubs traders and specs, as well as specifications for major oil products produced by Ukrainian refineries and recognised by the local standardisation authorities.
In November 1998 UPECO co-organised Ukrainian Energy Congress, attended by all major oil companies with interest in Ukraine, as well as the key government and industry figures.

The Market
Ukrainian energy market is undergoing a crucial period of transformation. Having been previously controlled by the local firms, last year it experienced invasion of two major Russian oil companies - LukOil and TNK. Within the last year the US-registered and Moscow-based trader Itera Energy has also risen to prominent position in Ukraine's domestic gas market, reporting the healthiest in Ukraine payments for the supplied natural gas.

Resumed privatisation of electricity distribution companies has already attracted major interest on part of Russian and international bidders, including RAO UES and Electricite de France. Future consolidation of regional gas distributors by major domestic or international companies is promising to be of interest to many.

At the same time the market, which constitutes of 50 million inhabitants, is quite afar from its final shape, and privatisation of oil industry undoubtedly has not been completed.. Ongoing reshuffle of retail oil products infrastructure offers attractive investment opportunities as the search for stronger partners on part of weaker Ukrainian firms continues.
